Deshalb wird Allah keine wirkliche Veränderung oder Wende in einem Volk verursachen egal, ob in deren Beziehungen, Zuständen etc. Daher muss Veränderung auch etwas sein, was bei Nicht-Muslimen passieren kann, da das Wort "qawm" (Volk) unbeschränkt ist in seiner Formulierung (siehe unten) und daher muss dies ein universell anwendbares Gesetz oder Muster für Veränderung sein. Ma: was, all das – kann entweder gelesen werden als (1) ein Relativpronomen (mawsula), also 'das was' oder (2) Allgemein (`umum), also 'all das von den Menschen ' oder 'alles in den Menschen ', was deren Glauben, Gedanken, Ideen, Emotionen, Zustände, Umstände, Verhalten, Handlung, Status, Beziehungen, Systeme, etc. beinhaltet – mit anderen Worten eine umfassende und totale Veränderung. Eine umfassende und totale Veränderung ist nur möglich, wenn der eigene Standpunkt und das Weltbild sich ändern. Qawm: Volk (ummah)(2), Partei (shi`a)(3), Verwandtschaft/Stamm (`ashira)(4), eine Gruppe von Menschen (beinhaltet sowohl Männer als auch Frauen)(5) oder ethnische Gemeinschaft und Gruppe(6). Das Wort ist unbeschränkt (mutlaq) und deshalb bezieht es sich auf jedes "qawm" – Muslime oder Nicht-Muslime(7). Das Wort "qawm" negiert oder schließt Individualität aus. Das heißt der Vers richtet sich an ein Volk als Kollektiv (als Ganzes) und nicht an einzelne. Dieser Vers kann also nicht so gelesen/gedeutet werden: „… und Allah wird ein Volk nur und auch nur dann ändern, wenn jeder einzelne dieses Volkes sich ändert." Allein durch die Bedeutung des Begriffes "qawm" ist inbegriffen, dass die einzelnen Angehörigen in gewisser Weise miteinander an etwas gebunden sind, entweder durch den Glauben, die Volkszugehörigkeit, die gleiche Abstammung, das gleiche Gebiet oder die gleiche Sprache. Andernfalls können sie nicht als ein qawm bezeichnet werden. Anfusihim: selbst, sich selbst – dies ist ein Reflexivpronomen(8); die Pluralform weist auf eine kollektive Pflicht der Veränderung hin, nicht nur jede einzelne Person, sondern eine Gemeinschaft und ein Volk müssen sich für die Veränderung einsetzen. Deshalb ist die Idee, dass einige Individuen (also einzelne) unter Ausschluss anderer Personen bzw. jede Person in seiner individuellen Kapazität sich damit beschäftigen muss eine umfassende Veränderung bei sich selbst zu bewirken, falsch. Veränderung ist demnach mit einer kollektiven Veränderung in einem Volk verbunden; das heißt was Menschen dauerhaft zu einer homogenen Gruppe verbindet. Wenn wir all diese Informationen betrachten, kann man nur zum Resultat kommen, dass das was ein Volk ändern muss die Aqida (Überzeugungsgrundlage) ist und die Verständnisse (Mafahim) über das Leben. Diese sind nämlich die einzigen Sachen, die in jedem Volk vorhanden sind, unabhängig davon, ob sie Muslime oder Nicht-Muslime sind. Ahlaq (gute Tugenden) beispielsweise kann es nicht sein, denn die Nicht-Muslime haben kein vorzügliches Benehmen und trotzdem hat sich ihr Zustand nach der Zeit der Aufklärung radikal verändert. Wie bereits erwähnt, muss sich, damit der Zustand des Volkes sich ändert, auf eine einzige Aqida geeinigt werden. Natürlich sind die Menschen in der islamischen Welt Muslime, aber sie holen sich ihre Lösungen für ihre Probleme aus vielen verschiedenen Aqai'd (Plural von Aqida), wie dem Kapitalismus oder Kommunismus. Es besteht also keine Einheit darin, weshalb die Muslime keine Veränderung ihres Zustandes erhalten werden.
